"The Lancaster City Council authorized the Department of City Planning to undertake a study of the planning problems of the Lancaster region...The functions of the Planning Commission are not confined within the city limits, but extend for a distance of three miles outside thereof. It can readily be seen that in order to exercise intelligent guidance in the best interest of the public service, there is a necessity for a plan that guides the extension of the system of main and secondary thoroughfares in undeveloped territory and requires new subdivisions to conform to it...The whole purpose of this plan is to give a unified, intelligent, purposeful guidance to the future development of Lancaster. It has in mind the creation of better living conditions, the preservation of health, the enlargement of the facilities of transportation, the more successful operation of industry, the safety and general welfare of the community. Newspaper was entitled Pennsylvania Packet and General Advertiser.
The Pennsylvania Packet, or the General Advertiser, was an American newspaper founded in 1771 that, in 1784, became the first successful daily newspaper published in the United States. The paper was founded by John Dunlap as a weekly paper in late 1771. It was based in Philadelphia except during the British occupation of the city in 1777-1778, when Dunlap published the paper at Lancaster. David C. Claypoole eventually became a partner with Dunlap. As of September 21, 1784, the paper was issued as the Pennsylvania Packet, and Daily Advertiser, reflecting the paper's move to daily publication. [from Wikipedia]
