Papers filed for construction and repair of bridges. The types of petitions presented to the Court of Quarter Sessions include: petitions for bridge construction and repair, petitions for inspections, and petitions for bridge funds. Other types of items include: specifications, proposals, and contracts for bridge construction and repair; bridge blueprints and plans; correspondence; bills for materials; and bridge condition reports. Many papers show date; court term and case number; names of petitioners, viewers, inspectors, and contractors; costs and fees; location of bridge; and name or number of bridge. The order and report of viewers documents are of particular interest as they usually include a copy of the original petition; the order and names of viewers to inspect the site; the public announcement for the viewers meeting; the report and recommendation of viewers, often with a drawing of the site and surrounding area; and the court decision.

Letter Acknowledging the Transfer of Patent Assignments to Byron G. Dodge, Owner of The Safety Buggy Company
Description
Letter acknowledging the transfer of patent assignments from The Safety Buggy Company and from Alfred H. Worrest to Byron G. Dodge. Signed by William R. Gerhart, Solicitor of Patents, Lancaster, PA, November 1, 1899.
Scrapbook appears to be the work of Thomas' son, Blanton Welsh. The volume was origianlly a record book for the Commonwealth Insurance Company, for which Thomas Welsh was an agent in Columbia. The scrapbook contains newspaper articles from the Columbia Spy, beginning with articles on the cholera epidemic of 1854, Welsh's cases as Justice of the Peace, and published war correspondence by Thomas Welsh under the names "Thirsty Squad" and "45". Blanton continued the scrapbook with newspaper articles about his father and sisters, and a lawsuit against him in 1930; his mother's obituary; his wedding announcement; his visiting cards; a letter from Lillie to Blanton; and letters to Thomas Welsh. Admin/Biographical History
Thomas Welsh (1824-1863) was a Lancaster County native (born and raised in Columbia), who rose from hardscrabble origins to local fame, first as a Mexican War hero, and then as a brigadier general during the Civil War. He was well known and well respected as a no nonsense officer, for his leadership and gallantry in battle, for his dedication to the service of his country, and for his concern for the welfare of his men. See MG0828 for more biographical information.

1. Photocopy of "Account of the Murder of a Tribe of Indians in Pennsylvania," by Benjamin Franklin and submitted by "J. H." The Gentleman's Magazine, St. John's Gate, London, pages 173 to 178. The account provides a narrative of the Conestoga Massacre, decries the act, emphasizes that the victims were ostensibly under English protection, and unfavorably compares the massacre to guest right customs of other cultures. April 1764. Text varies slightly from the original pamphlet and from the reprint in The London Chronicle or Universal Evening Post, April 1764.
2. Photocopy of "A Letter from Pennsylvania to a Friend in England; containing valuable Information with Respect to America," by L. S. Jardine, M.D., The Gentleman's Magazine, St. John's Gate, London, pages 1024 to 1025. Generally favorable description of Northumberland County, Pennsylvania. This letter advertises Northumberland County as a developing community, a juxtaposition to the frontier described thirty years earlier. December 1795.

This collection contains items related to the Paxton Boys and Conestoga Massacre. April 1764 issue of The Gentleman's Magazine includes article on massacre by Benjamin Franklin. 10 January entry in Charles Mason's diary contains discussion of massacre. Manuscript copy of remonstrance, signed by Matthew Smith and James Gibson and sent to Governor John Penn, lays out grievances against provincial government and justifies attacks on Native Americans.

Letter from Col. H. Kyd Douglas to Harriet Lane Johnston recounting his attendance at Buchanan’s inauguration as part of an escort from Franklin & Marshall College and his subsequent graduation with a diploma signed by the President, his presence at the John Brown raid, his wounds and the kindness of Henry E. Johnston, and commanding the brigade which fired the last Confederate shot at Appomattox. Envelope addressed to Mrs. Harriet Lane Johnston, Washington, D.C., with 2-cent stamp attached. Written on the envelope: “A beautiful interesting letter from Col. H. Kid Douglas Ans. Feb 14, 97”. Hagerstown, Maryland.
