commissioners of the two counties to build a bridge, and (4) per- suade the voters of the two counties to approve a bond issue and build a publicly-owned toll bridge now, the same to be made free of tolls upon retirement of the bonds, rather than continue efforts to have a toll free bridge at some indeterminate
