"The Lancaster City Council authorized the Department of City Planning to undertake a study of the planning problems of the Lancaster region...The functions of the Planning Commission are not confined within the city limits, but extend for a distance of three miles outside thereof. It can readily be seen that in order to exercise intelligent guidance in the best interest of the public service, there is a necessity for a plan that guides the extension of the system of main and secondary thoroughfares in undeveloped territory and requires new subdivisions to conform to it...The whole purpose of this plan is to give a unified, intelligent, purposeful guidance to the future development of Lancaster. It has in mind the creation of better living conditions, the preservation of health, the enlargement of the facilities of transportation, the more successful operation of industry, the safety and general welfare of the community.
