Scrapbook of ephemera, newspaper articles, and original letters kept by Hiram B. Swarr that includes items related to the 1856 Presidential election, the Democratic Committee of Lancaster County, and the estate of James Buchanan.
The inscription indicates that the scrapbook was given to Edward Elliott Bausman by his mother, Mary Swarr Bausman. Mary was the daughter of Hiram B. Swarr. It is unclear if Mary or Elliott compiled the scrapbook.

Custodial History
The James Buchanan Family Papers were collected by the James Buchanan Foundation for the Preservation of Wheatland. This collection was relocated from the Wheatland mansion to the LancasterHistory archives in the Spring of 2009. Digitization of the James Buchanan Family Papers was funded by the Pennsylvania Historical and Museum Commission, PHMC Appl ID # 201808013051, 2019-2020.
Scrapbook appears to be the work of Thomas' son, Blanton Welsh. The volume was origianlly a record book for the Commonwealth Insurance Company, for which Thomas Welsh was an agent in Columbia. The scrapbook contains newspaper articles from the Columbia Spy, beginning with articles on the cholera epidemic of 1854, Welsh's cases as Justice of the Peace, and published war correspondence by Thomas Welsh under the names "Thirsty Squad" and "45". Blanton continued the scrapbook with newspaper articles about his father and sisters, and a lawsuit against him in 1930; his mother's obituary; his wedding announcement; his visiting cards; a letter from Lillie to Blanton; and letters to Thomas Welsh. The letters to Thomas Welsh are scanned and transcibed as MG0828_SeriesD-61_F03, MG0828_SeriesD-61_F04, MG0828_SeriesD-61_F05, MG0828_SeriesD-61_F07, MG0828_SeriesD-61_F08, MG0828_SeriesD-61_F09, MG0828_SeriesD-61_F10, MG0828_SeriesD-61_F11, MG0828_SeriesD-61_F12, MG0828_SeriesD-61_F13, MG0828_SeriesD-63_F10, MG0828_SeriesD-63_F14, and MG0828_SeriesE_F04.
Admin/Biographical History
Thomas Welsh (1824-1863) was a Lancaster County native (born and raised in Columbia), who rose from hardscrabble origins to local fame, first as a Mexican War hero, and then as a brigadier general during the Civil War. He was well known and well respected as a no nonsense officer, for his leadership and gallantry in battle, for his dedication to the service of his country, and for his concern for the welfare of his men. The Welsh Family Scrapbook contains articles from a variety of newspapers, about a variety of subjects. Most are undated, but appear to date from before 1850 through approximately 1890. Many of the articles pertain to Thomas Welsh and his family, but otherwise no overall theme, pattern or thread is discernible. The articles are pasted in a very loose chronological order, with many exceptions. The underlying book itself is David Carpenter's Execution Docket record from 1822-1823, and many pages have not been pasted over. Note: Contains articles and records related to James Buchanan.

Swarr describing the restrictions on investment by law of the court; explaining that the court will only approve trust investments in securities that are explicitly enumerated by the legatee; noting that cash is not always in the hands of the executors; assuring him that the executors strive to give the maximum amount possible in the earliest time possible to the heirs of the ex-President; and hoping that they were not prevented from visiting Lancaster on the 5th by the condition of Harriet Lane Johnston’s health. Swarr requesting the delivery of Mrs. Johnston’s estate papers to Wheatland as soon as convenient; stating that in his letter of March 24th he had defended Edward Young Buchanan as co-executor using words copied from one of James Buchanan’s truest friends, a gentleman known to and respected by Mr. and Mrs. Johnston; explaining that his request for Mrs. Johnston to suggest a biographer for James Buchanan was meant to “hasten its accomplishment;” and stating his wish to perform his duty to the estate and legatees of the deceased while maintaining “ kindly relations with all.” Handwritten by unknown and signed by H.
