He was well known and well respected as a no nonsense officer, for his leadership and gallantry in battle, for his dedication to the service of his country, and for his concern for the welfare of his men. Hand-addressed envelope to Brigadier General Thomas Welsh, Louisville, Kentucky. On envelope letterhead, upper left corner: Headquarters, Pennsylvania Militia, Quartermaster's Department. "Official Business" in ink written under letterhead. Notation lower left corner: "If not there please forward to Gen. Welsh." Postmarked Harrisburg, Pa., June 3, 1863. Includes two 3-cent stamps, signifincant loss of stamp near upper right corner of envelope.
