PART ONE- Concentrates on the political and administrative history of Lancaster as a borough. PART THREE- Focuses on the economic class structure of the community, on the characteristics of it's religious life, on the social and cultural interaction between "Dutchmen" and "Engellanders" and on the role of the town as an intellectual center.

Summary
The author says that he wished to portray a more realistic view of 18th century Philadelphia, rather than the often seen, romanticized version of the city. He wanted to show the down to earth life in a bustling, but less than perfect, community.
