Letter from son Joseph to J. B. Henry detailing his duties as surgeon for American soldiers; the climate is fine except for the flies and mosquitoes; the diseases are the same as in Cuba but less severe; Colonel Pettit faced court martial but was acquitted in a strange way for killing an insurecto to protect superiors; the colonel said that James Buchanan Henry met Mrs. Pettit in Switzerland; apologizes for not seeing Jamiet; and asks that James Buchanan Henry use his influence to have the volunteer army commission changed to regular army commission when the present system ends in 1901. Thompson might be ill; had a great sail to Providence and might go to Block Island next; Mr. Schmidt sent Mr Winan of Baltimore to look at the yacht but seems uninterested in buying it; Cousin Will Buchanan is too ill to come; and only one beautiful woman in Newport. The orders show date, order number, amount, name of payee, purpose, and signatures of the county commissioners. In the case of "poor children," teachers were reimbursed by the county for tuition and/or the supplies purchased for students whose parents were unable to pay. Orders include: Poor Children, Almshouse, Bridges, Coroners' Inquests, Prisons, Roads, Court House, and Tax Exonerations.
