Bare of Lancaster pose for picture at Governor's Capitol luncheon on October 22, 1951 where 35 Pennsylvania political, business and civic leaders obtained first-hand knowledge of city-county amendment to modernize structure of Philadelphia's governemnt and which had to be voted on throughout the state on election day, November 6, 1951.
