Pre-printed form on War Department letterhead with the appropriate blanks filled in noting that Thomas Welsh has been appointed as 2nd Lieutenant, 11th Regiment of Infantry, effective December 30, 1847; includes handwritten instructions to report to the Commanding Officer, Fort Columbus, New York, for temporary duty and to report, by letter, to his Commanding Officer, City of Mexico, for assignment. Also includes instructions for accepting assignment through the Adjutant General's office. Signed by William Learned Marcy, Secretary of War.

He was well known and well respected as a no nonsense officer, for his leadership and gallantry in battle, for his dedication to the service of his country, and for his concern for the welfare of his men. Handwritten special orders from Headquarters, Department of Virginia, granting Colonel Thomas Welsh of the 45th Pennsylvania Volunteers a ten day leave of absence. Signed by Louis H. Pelouze, Assistant Adjutant General. Note: Major General Dix was in command of the Department from June 6, 1862 to April 6, 1863.

Description
Handwritten special orders on letterhead from the Headquarters of the Army, Adjutant General's Office. Orders state that Welsh is to report for duty to Major General Burnside, Department of the Ohio, in Cincinnati following his return from his leave of absence. Orders are by command of Major General Halleck, signed by E. D. Townsend, Assistant Adjutant General.
