Henry detailing his duties as surgeon for American soldiers; the climate is fine except for the flies and mosquitoes; the diseases are the same as in Cuba but less severe; Colonel Pettit faced court martial but was acquitted in a strange way for killing an insurecto to protect superiors; the colonel said that James Buchanan Henry met Mrs. Pettit in Switzerland; apologizes for not seeing Jamiet; and asks that James Buchanan Henry use his influence to have the volunteer army commission changed to regular army commission when the present system ends in 1901.
