Letter from James Buchanan to H. B. Swarr quoting Judge Black’s opinion that publication not be done now and instructing Mr. Swarr to procure for Mr. Carpenter, who arrives tomorrow, the proper paper and to be sure the writing is in a “fair hand & the spaces between the lines far enough apart.”
