Letter from T (a military officer) to J. B. Henry detailing his medical problems including malaria and pending operations from war wounds; hopes that the present doctor is better than that of the Governor of Barataria (either a mythical island in Don Quixote or a place in Louisiana) recounts several stories of his war years including being defrauded by an accountant to obtain a commission in the army, a gambler and drinker who finally commits suicide, and a fraudulent telegram sent to President Lincoln asking for General McClellan to be replaced; attacks all Jews and accuses President Theodore Roosevelt and Secretary of War Taft of being Jews in the ways they handle their offices: Roosevelt for wasting public money on the Panama Canal and Taft for doing nothing; and prefers Foracker (former Republican governor of Ohio and a member of Congress).
