Title: City of Lancaster Records

Description: Series 1 contains invoices, arrest warrants, and tax collector books for the city of Lancaster. Invoices that were approved by the city council in 1878, 1883 and 1884 for payroll and supplies include road and bridge maintenance, water works, fire departments, clerk and inspection work, and costs incurred by the city during an outbreak of small pox. Arrest warrants for 1918-1919 show names of defendant(s) and police officer, the charge, date and case number. There are also tax collector records for 1860-1889, incomplete.; Series 2 contains documents regarding the market houses, waterworks, lamps, roads, railroad and city ordinances. Petitions support a candidate for night watchman, seek to repeal an ordinance for hanging signs and regulations for public scales, and request a reward for the apprehension of a murderer. There is an 1815 naturalization certificate for James Williams and a resolution regarding a visit of Gen. Andrew Jackson.; Series 3 contains miscellaneous items related to the Borough of Lancaster (1742 to 1818) found in the Document Collection. Items include an act regulating the buildings and keeping in repair the streets, lanes, and alley of Lancaster, passed 14 January 1774; oaths of office sworn by various men from 1764 to 1769; and an extract of Lancaster Borough laws enacted 22 January 1774 reporting the regulations and fines of this borough.

Title: George and Rhonda Andreadis Collection of Lancaster City Records, Series 2 Fire Department

Description: The documents in MG0545, Series 2 represent the business of the City of Lancaster related to the fire department, which was established in 1881 by consolidating the private fire companies in the city. These nineteenth century documents are primarily invoices for engine and hose parts and repairs; horse tack, feed and stables; alarm boxes; supplies; engine house maintenance; and salary payments. A few invoices are for the earlier volunteer fire companies.

Admin/Biographical History: "A radical change in the method of providing protection against fire was brought about in 1882, a paid city fire department being substituted for the volunteer fire companies. The old system had to some extent fallen into; disrepute and become inefficient. The ordinance creating the new system was approved Dec. 21, 1881, and actual organization was commenced in February 1882 by the appointment of Henry N. Howell as chief engineer.; The engine-houses, engines, and hose-carts of the American and Washington Fire Companies were purchased, and also the engines of the Union and Sun Companies and the house of the Humane. The department was in working order in April 1882 and has since then been constantly undergoing improvement."; Ellis, Franklin and Samuel Evans. Description: James Buchanan Family Papers, Part 7 Papers of Jonathan Messersmith Foltz, Series 1 contains the correspondence of Jonathan Messersmith Foltz, from 1831 to 1858.; This collection contains correspondence from Dr. Jonathan M. Foltz-the majority of which are addressed to James Buchanan. There are no items from Foltz's childhood or later years (after retirement), nor materials from the early parts of his Naval career. The collection documents two of Foltz's deployments in some detail-his time on the Mexico-Texas border and the three years spent in South America. When writing to Buchanan, Foltz focused more on the political details he observed, rather than military activities. Some letters in the years and months leading up to the 1848 election document Foltz's involvement in the selection of a Democratic candidate for President. The materials do not include much about Foltz's family life, other than a few mentions of his wife and their wedding.

Admin/Biographical History: Jonathan Messersmith Foltz was born in Lancaster in 1810, the son of Jonathan and Elizabeth Messersmith Foltz. He studied medicine with Dr. William Thompson in Lancaster before attending Jefferson Medical College in Philadelphia. He was commissioned as an assistant naval surgeon in 1831. He reached the rank of surgeon in 1838.; As Naval Surgeon, Dr. Foltz served on the Raritan at the beginning of the Mexican-American War, where he witnessed battles at Palo Alto and Resaca de la Palma. About five years later, Foltz was deployed again-this time to South America aboard the Jamestown. He arrived in South America during the second half of the Platine War, fought by Brazil and Uruguay against the Argentine Confederation, from August 1851- February 1852. He also watched as the United States and Great Britain exerted their influence on the new nations and their often corrupt and ineffective governments. Through his service in the Navy and his trips to remote places (at that time), Foltz became an expert on exotic diseases. He published a number of articles on the subject. Prior to his service in Mexico and South America, Foltz also spent time in Asia, Europe and Northern Africa. Foltz served during the Civil War, participating in a number of campaigns and battles. Specifically, he served as Fleet Surgeon under Admiral David Farragut. He continued to serve in the Navy, eventually rising to the positions of Chief of the Bureau of Medicine and Surgery and Surgeon General of the Navy. In 1872, Foltz was put on the retired list, but continued to serve as Inspector General of Hospitals and Fleets, as well as Chief Surgeon of the Philadelphia Naval Hospital. Officially, he retired in 1873, after serving for forty-two years. He had reached the rank of Commodore.; Foltz married Rebecca Steinman (1830-1904), also from Lancaster, in 1854. They had three sons: Frederick Steinman (born Frederick Buchanan), Charles Steinman, and Jonathan Clinton Foltz. He lived with his family in Philadelphia. Foltz died at the age of 66 in 1877.; Not much is known about Foltz's relationship with James Buchanan, especially its origin. Description: Letter from James Buchanan to future Governor and Confederate General Henry A. Wise of Virginia in which he discusses his stance on the Fugitive Slave Law, the political issues of the day, and his long-standing ambition to be elected President. The Compromise of 1850 had just been enacted and the issue of the Fugitive Slave Law was foremost on the minds of the American people. Discussing the gubernatorial campaign of William A. Bigler, Buchanan states: "... wherever he addresses the people he maintains the inviolate character of the Fugitive Slave Law as a portion of the compromise & urges the repeal of our odious Obstruction Law which deprives the slave owners of the use of our jails for the detention of fugitive slaves. The issue is fairly joined & I entertain no doubt it will be decided by a large majority in favor of the Democratic Party." After criticizing Governor Johnston, he turns his commentary towards President Fillmore. "I observe that Fillmore has been making a triumphant passage through the valley of Virginia to the White Sulphur Springs. I presume his return will not be hailed by the acclamation of thousands. A more disgraceful surrender on the part of his friends, the imbecile 'silver greys' to Seward & his forces by the adoption of the Albany platform has rarely been witnessed... The platform explicitly repudiates the idea that the Fugitive Slave Law is to be held inviolate as a part of the Compromise, for the sake of the peace of the Union, & sanctions & encourages agitation for the modification or repeal of that measure... This is the platform erected for General Scott. Is it possible that Southern Whigs will agree to take their station upon it?" On his presidential aspirations, Buchanan makes more than one reference. "I have a letter from one of our leading Cincinnati editors who has recently been travelling through Ohio. He says, to employ his own language, 'The universally prevailing sentiment among Democrats of Ohio is now, 'Any man but Cass.' He speaks favorably of my prospects there, but what can I expect from a Democracy so tinctured with Free Soilism." Wheatland near Lancaster.
