Memorandum from Edward Young Buchanan and Hiram B. Swarr requesting that Mr. Cadwalader write a biography including the transfer of all documents, etc., pertaining to the biography to Mr. Cadwalader, and he alone will decide whether to proceed or not; no one will supervise of inspect the work or interfere with its execution; he will receive $3000 for expenses and the balance when the work is ready for publication; and his relationship will remain honorary. Letter from James Buchanan to H. B. Swarr after visiting Bedford Springs remarking that the only old Whig of consequence to abandon the party was Hiester; noting that the appointment of Mr. Schroeder (a true Democrat popular among the Germans) as postmaster was as much Swarr’s doing as his, refusing to appoint Chandler as Minister to Rome in spite of all the Catholic bishops and sending him to Naples instead, and refusing to appoint Schroeder as a register or receiver of a land office. With envelope and Presidential seal. Soldier's Home.

Letter from James Buchanan to W. Kennedy, critiquing a letter W. Kennedy wrote, saying that it had “too much good sense and sober argument to produce any sensible effect” when it came to the current state of public affairs. He also says that he will be able to assist W. Kennedy with a loan, bond, and mortgage of $3000. He writes to transmit them to Hiram B. Swarr Esq. of Lancaster, his man of transfer. 5 September 1863.

Scrapbook of ephemera, newspaper articles, and original letters kept by Hiram B. Swarr that includes items related to the 1856 Presidential election, the Democratic Committee of Lancaster County, and the estate of James Buchanan.
The inscription indicates that the scrapbook was given to Edward Elliott Bausman by his mother, Mary Swarr Bausman. Mary was the daughter of Hiram B. Swarr. It is unclear if Mary or Elliott compiled the scrapbook.
