City of Lancaster Records
Description
Series 1 contains invoices, arrest warrants, and tax collector books for the city of Lancaster. Invoices that were approved by the city council in 1878, 1883 and 1884 for payroll and supplies include road and bridge maintenance, water works, fire departments, clerk and inspection work, and costs incurred by the city during an outbreak of small pox. Arrest warrants for 1918-1919 show names of defendant(s) and police officer, the charge, date and case number. There are also tax collector records for 1860-1889, incomplete.
Series 2 contains documents regarding the market houses, waterworks, lamps, roads, railroad and city ordinances. Petitions support a candidate for night watchman, seek to repeal an ordinance for hanging signs and regulations for public scales, and request a reward for the apprehension of a murderer. There is an 1815 naturalization certificate for James Williams and a resolution regarding a visit of Gen. Andrew Jackson.
Series 3 contains miscellaneous items related to the Borough of Lancaster (1742 to 1818) found in the Document Collection. Items include an act regulating the buildings and keeping in repair the streets, lanes, and alley of Lancaster, passed 14 January 1774; oaths of office sworn by various men from 1764 to 1769; and an extract of Lancaster Borough laws enacted 22 January 1774 reporting the regulations and fines of this borough.

Admin/Biographical History
Neuhauser Brothers was established in 1891. In 1901, brothers Isaac U. Neuhauser and Jonas U. Neuhauser bought land from Levi Rhoads at 2701 Old Philadelphia Pike in Bird-in-Hand. The transaction included buildings that the Neuhausers had been using since 1890. Jonas bought out Isaac's share in 1921 and the business name was later changed to J. U. Neuhauser & Sons. Jonas' sons sold the store to Abram E. Keener in 1958 who continued the hardware business, but did not deal in farm machinery.
The business was located on property formerly owned by the Bird-in-Hand Hotel, was The Old Village Store for many years, and is presently the Bird-in-Hand Village Antique Market (2008).
Employees in 1958 were Irvin Denlinger (shop), Aaron L. Hershey (store clerk), Miriam G. Neuhauser (bookkeeper), Aaron P. Miller (store clerk), Henry K. Blank (shop), Michael L. Fisher (shop).

Arthur Armstrongs family included Revolutionary War Brigadier General John Armstrong, Sr. (1717-1795), Revolutionary War physician, Dr. James Armstrong (1748-1828), and John Armstrong, Jr. (1758-1843), President James Madisons Secretary of War (1813-1814). Armstrong County, Pennsylvania, is named for the John Armstrong, Sr. Into this prestigious family, Arthur Armstrong was born in 1798 in Pennsylvania. His leanings were artistic and in 1820, when he was 22, he opened a studio in Marietta, Pennsylvania. On September 25, 1827. He married Harriet Groff Wentz (1808-1896). He taught younger artists, including John Henry Brown (1818-1891) and worked in the Ohio River Valley in 1839 and 1840. By the time of the death of the regions more established older artist, Jacob Eichholtz (1776-1842) Armstrong resided in Lancaster, Pennsylvania. In 1849 his studio was in the Mechanics Institute in Lancaster. In times of economic downturn, Armstrong painted signs and constructed and gilded picture frames. But when the economy was good, he painted portraits, landscapes and historical scenes. On the second floor of his Lancaster studio he exhibited Hamlet and Ophelia and a large picture of the Assassination of Caesar. This 1845 portrait of George Gordon, Lord Byron, from a print of a British portrait by Richard Westall, would have been among the artworks on display. Armstrong died at the age of 53 on June 15, 1851. He was remembered as a genial, kindly-hearted man. He is buried in Greenwood Cemetery, Lancaster, Pennsylvania. The Lancaster Historical Society owns the preponderance of his works. The Albright-Knox Art Gallery in Buffalo, New York, owns a particularly lovely double portrait Two Sisters with Puppy and Flowers, 1842.
