Description
James Buchanan Family Papers, Part 6 Papers of Hiram B. Swarr, Series 3 contains his ephemera. This series includes invitations to various events, a circular from the Democratic County Committee, membership cards from the Historical, Agricultural & Mechanics' Institute, and admission tickets to the Avon Park Agricultural and Horticultural Association of Lebanon. The dates range from 1851 to 1889.
Admin/Biographical History
Hiram Behm Swarr (1821-1896) was born in Londonderry Township in Lebanon County, Pennsylvania. His father was Jacob Swarr, a prominent manufacturer of Lebanon County at the time. His mother was from the prominent Behm family. He became a lawyer instead of following in his father's footsteps. In December 1847, H.B. Swarr married Fanny T. Swarr. Together they had three children: Charles, Sallie, and Mary.
Swarr was admitted to the bar in 1847, and worked in Lancaster County for nearly fifty years. He was a member of the Democratic Party, and was also appointed the Chairman of the Democratic County Committee. He was a Democratic delegate for congress from his district in 1868 and was appointed Postmaster General from 1857 to 1861. Additionally, he belonged to the Lancaster School Board, the Board of Censors, the Law Library Association, and was one of the founders of the Lancaster Bar Association.
Swarr was also a close friend of President James Buchanan, handled many of Buchanan's financial affairs and investments, and was appointed co-executor of James Buchanan's estate in 1868.

Swarr after visiting Bedford Springs remarking that the only old Whig of consequence to abandon the party was Hiester; noting that the appointment of Mr. Schroeder (a true Democrat popular among the Germans) as postmaster was as much Swarr’s doing as his, refusing to appoint Chandler as Minister to Rome in spite of all the Catholic bishops and sending him to Naples instead, and refusing to appoint Schroeder as a register or receiver of a land office. Letter from E. Y. Buchanan to H. B. Swarr detailing financial affairs. He has placed their bonds and Miss Hetty’s in the Safety Deposit Building in Philadelphia and the certificates in the Farmers & Mechanics Bank. A new Power of Attorney is required for Lehigh Valley Railroad to continue to issue dividends to the Misses Pleasanton, although he would prefer that a new Trustee be appointed to whom their securities could be transferred. He will prepare the letter to Mr. Demund soon. He has asked Mr. Johnston to bid on the sleigh with a $50.00 limit; and asks that someone be at Mr. Trout’s to receive things as they arrive. Weaver and her brother James B. Weaver; expecting the wines to sell well; hoping to meet with Mr. Howell in Laurel Hill; enclosing a note that Mr. Henry received from William and John O’Brien; planning to discuss the sale of the securities when he is in Lancaster; and having received the farm advertisements. Swarr explaining his objections to Mr. Howell’s proposal for the monument; noting that Mr. Diller’s estimate for the railing is higher than expected; noting that Mr. Pearce’s bill for John Weaver’s education must be paid soon, but more details are needed regarding Dr. Cardera’s bill for treating John; acquiescing to a remittance for Mrs. Dunham requested by Dr. Yates, but requiring written proof of her Uncle’s intention to forego charging her interest on her bond; asking for a copy of Judge Black’s opinion contained in Mr. Johnston’s letter; and cautioning against providing Mr. Johnston with their entire proceedings.
