Description: Photocopy of "The Negro Civic Congress of Lancaster County held in Lancaster County Court House, October 3rd and 4th 1918." The booklet includes background information about this civic congress of Blacks in Lancaster, a biography of Rev. F. T. M. Webster, program of events, committee and ladies' auxiliary members, pictures of speakers and Lancaster's Black leaders, advertising for local businesses, historical and statistical data, and distinguished Pennsylvanians.

Admin/Biographical History: The idea of this Civic Congress of Blacks in Lancaster was introduced by Rev. F. T. M. Webster, pastor of the Bethel A. M. E. Church, and received the overwhelming support of the community.

Title: City of Lancaster Records

Description: Series 1 contains invoices, arrest warrants, and tax collector books for the city of Lancaster. Invoices that were approved by the city council in 1878, 1883 and 1884 for payroll and supplies include road and bridge maintenance, water works, fire departments, clerk and inspection work, and costs incurred by the city during an outbreak of small pox. Arrest warrants for 1918-1919 show names of defendant(s) and police officer, the charge, date and case number. Andrew Jackson.; Series 3 contains miscellaneous items related to the Borough of Lancaster (1742 to 1818) found in the Document Collection. Items include an act regulating the buildings and keeping in repair the streets, lanes, and alley of Lancaster, passed 14 January 1774; oaths of office sworn by various men from 1764 to 1769; and an extract of Lancaster Borough laws enacted 22 January 1774 reporting the regulations and fines of this borough.

Title: Resolution acknowledging Thomas Welsh's membership in the Order of United American Mechanics, Susquehanna Council

Description: Handwritten certificate of a resolution honoring Thomas Welsh for his patriotic service in Mexico, "where he has sealed with his blood his devotion to his Country." Resolution adopted unanimously at a meeting of the Susquehanna Council No. 31 of the Order of United American Mechanics. Dated September 16, 1847 and published in the Columbia Spy on September 18, 1847. Framed, in poor condition.

Admin/Biographical History: Thomas Welsh (1824-1863) was a Lancaster County native (born and raised in Columbia), who rose from hardscrabble origins to local fame, first as a Mexican War hero, and then as a brigadier general during the Civil War. He was well known and well respected as a no nonsense officer, for his leadership and gallantry in battle, for his dedication to the service of his country, and for his concern for the welfare of his men. Description: Advertising trade card for The Great Atlantic and Pacific Tea Company, the largest importers and retailers in the world, pioneers in the business, and the only importers dealing direct with consumers.; The front of this trade card, with its derogatory and cariactured depiction of race, shows an African American family that stops to read a billboard advertising the business. "Whoa! Stephen till I read dis yer sign."; The reverse contains the address of the home office, locations of stores throughout the United States, and warnings about the "vile mixtures" of competitors.

Title: Russian War Relief Program

Description: This collection documents Lancaster County's support of Russian War Relief, Inc. during World War II. The organization was incorporated in New York City one month after Germany attacked the Soviet Union, in order to provide humanitarian support for Soviet citizens and war orphans who were living in devastated villages with near-famine conditions. Russian War Relief, Inc. worked with local War Chests, Community Chests and the National War Fund in order to raise money for the campaign. Clothing, food and Christmas gifts for children were also collected. F. Lyman Windolph, a Lancaster lawyer, worked with a few others in the community to collect contributions from 1942-1944. The collection contains a publicity portfolio for Russian War Relief, Inc. and correspondence between Mr. Windolph and members of the organization from 1942-1945.
