Webster, program of events, committee and ladies' auxiliary members, pictures of speakers and Lancaster's Black leaders, advertising for local businesses, historical and statistical data, and distinguished Pennsylvanians.

The idea of this Civic Congress of Blacks in Lancaster was introduced by Rev. F. T. M. Webster, pastor of the Bethel A. M. E. Church, and received the overwhelming support of the community.
