The idea of this Civic Congress of Blacks in Lancaster was introduced by Rev. F. T. M. Webster, pastor of the Bethel A. M. E. Church, and received the overwhelming support of the community.

Program for "Jarrett & Palmer's superb spectacular revival of Mrs. Harriet Beecher Stowe's 'Uncle Tom's Cabin'," performed at Fulton Hall on Friday, 29 March 1874.
